NOTICE OF CITY COUNCIL PUBLIC HEARING For your information, the City Council of the City of Oakdale will hold a public hearing on Monday, December 2, 2024, at 7:00 P.M. (or as soon thereafter), in the City Council Chambers, located at 277 North Second Avenue, Oakdale, California to consider the projects as listed below. APPEAL NO. 2024-12: APPEAL OF PLANNING COMMISSION ACTION REGARDING MAJOR USE PERMIT, SITE PLAN REVIEW AND VARIANCE 2023-26: An Appeal, filed by Ms. Dallas Spivey regarding Planning Commission approval of a Major Use Permit, Site Plan Review, and Variance to allow for the development of a new Fairfield Inn by Marriott Hotel within the East F Street Corridor Specific Plan area (hereinafter referred to as "Proposed Project"). Specifically, the Applicant is appealing the Planning Commission's action on the Variance, which would allow the Proposed Project to exceed the maximum building height standard of forty-five (45) feet. The Proposed Project designated for General Commercial land uses and is zoned Specific Plan - 3. The Project site is approximately 2.08-acres and is located on Lundy Road. Hotels are defined as a permitted use within the General Commercial land use classification subject to the approval of a Major Use Permit. The Proposed Project will connect to City utilities (i.e. water, sewer, and storm drainage). Other improvements will include East F Street frontage improvements and roadway improvements to Lundy Road. The Proposed Project consists of the construction of a hotel with eighty-three (83) guest rooms. The Proposed Project would consist of four (4) stories where a majority of the amenities will be located on the first floor while the 2nd, 3rd and 4th floor are homogenous in design and character. On November 6, 2024, the Oakdale Planning Commission held a noticed public hearing, considered public testimony, and by a vote of 5-0, approved Major Use Permit, Site Plan Review, and Variance No. 2023-26 ("Proposed Project"). On November 12, 2024, an Appeal Application was filed with the Oakdale City Clerk's Office. Environmental Status: Acting as the Lead Agency, the City of Oakdale has reviewed the Proposed Project for consistency with the East F Street Corridor Specific Plan Supplemental Environmental Impact Report and has determined that the Proposed Project is exempt from further environmental review in accordance with Sections 15168, 15162, and 15183 the CEQA Statutes and Guidelines. Interested individuals will be given an opportunity to speak in favor or opposition to the above proposal. Written comments are also accepted by the Public Services Department, prior to the hearing. Information regarding the hearing is on file and may be viewed by interested individuals in the above office. If a challenge to the above application is made in court, persons may be limited to raising only those issues they or someone else raised at the Public Hearing described in the notice, or in written correspondence delivered to the City Council.
