The City of Riverbank utilizes an electronic service provided by Quest Construction Data Network (QuestCDN) for obtaining project plans and specifications, track planholders list and receive bids. The City of Riverbank will receive bids electronically until 11:00 a.m., Thursday, August 21, 2025. Bids shall be opened at that time and read aloud. Work on the project includes, but is not limited to, furnishing all labor, materials, equipment, transportation, and incidentals necessary for, asphalt removal & paving, curb, gutter, sidewalk, ADA access ramps, striping, fencing and handrails, traffic control, and all other work included on the plans for the above mentioned project. Bids are required for the entire work described herein. Sixty (60) working days will be allowed for completion of all work under the contract. No bid will be considered unless it conforms to the Contract. The City reserves the right to reject any or all bids or to waive any informalities or minor irregularities in a bid. This project is subject to the contracting requirements and implementing regulations as amended in Title 13, Section 2449 General Requirements for In-Use Off-Road Diesel-Fueled Fleets, of the California Code of Regulations (13 CCR SS 2449(i)). Pursuant to Section 1773 of the Labor Code, City of Riverbank has ascertained the general prevailing rate of wages in the locality in which the work is to be performed to be as listed in the current general wage determination made by the Director of Industrial Relations pursuant to California Labor Code Part 7, Division 2, Chapter 1, Article 2, Section 1770, 1773, 1773.1, to which referenced is hereby made and copies of which are on file in the City of Riverbank office. A payment bond prepared and executed in accordance with California Civil Code Sections 3247 and 3248 and a bond for faithful performance of the contract will be required of the Contractor who is awarded the contract. For any moneys earned by the Contractor and withheld by the City of Riverbank to ensure the performance of the contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in the Public Contract Code, Section 22300. All proposals or bids shall be accompanied by a cashier's or certified check payable to the order of the City of Riverbank, in the amount of ten percent (10%) of the bid, or by a bond in said amount payable to the City of Riverbank, signed by the bidder and a corporate surety, or by the bidder and two sureties who shall justify before any officer competent to administer an oath. Said check shall be forfeited, or said bond shall become payable to the City in case the Bidder does not, within ten (10) days after written notice that the contract has been awarded to him, her or it, enter into a Contract with the City. All contractors and subcontractors who bid or work on the City of Riverbank's Projects are required to have a current license and be listed with the Department of Industrial Relations (DIR) in accordance with Senate Bill 854, and are subject to verification through the Contractors State Licensing Board and DIR.
