PUBLIC NOTICE NOTICE IS HEREBY GIVEN that the Manteca Unified School District (District) has completed an Initial Study for the following described project: The District is the lead agency for the preparation and review of an Initial Study/Mitigated Negative Declaration (IS/MND) for the proposed Nile Garden Elementary School Annex Project. The proposed project involves the construction and operation of an annex campus to support the existing Nile Garden Elementary School located at 5700 East Nile Avenue in unincorporated San Joaquin County, California. The proposed project would consist of four primary buildings and one ancillary structure totaling approximately 56,392 square feet. Facilities would include approximately 22 classrooms, a multipurpose building designed to accommodate indoor assembly and cafeteria functions, a compact administrative building, and two learning commons. Supporting structures would include an approximately 1,920-square-foot shade structure. The proposed project would also include a new internal student drop-off and pick-up area along the northern edge of the annex buildings, internal drive aisles connecting to the existing campus circulation system and Union Road, parking, landscaping, and associated infrastructure improvements. Construction of the proposed project would occur in a single phase beginning in February 2028 and would take approximately 18 months to complete, with construction anticipated to be completed by July 2029. Upon completion, the annex campus would be fully operational and integrated with the existing school. The Initial Study was prepared in accordance with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines to determine whether the proposed project may have a significant effect on the environment. Based on the analysis contained in the Initial Study, the District has determined that, with implementation of the mitigation measures identified in the IS/MND, the proposed project would not have a significant effect on the environment. Accordingly, the District has prepared an Initial Study/Mitigated Negative Declaration (IS/MND). The IS/MND reflects the independent judgment of the District. 1. The project site is not included on a list compiled pursuant to Government Code Section 65962.5. 2. The proposed project is not considered a project of statewide, regional, or areawide significance. 3. The proposed project would not affect highways or other facilities under the jurisdiction of the California Department of Transportation. Copies of the IS/MND are on file at the San Joaquin County Clerk-Recorder's Office, 44 North San Joaquin Street, Stockton, California 95202, and are available for public review. The 30-day public review period for the IS/MND is from July 31, 2026, through August 31, 2026. Written comments must be received by the District no later than August 31, 2026. Comments from responsible agencies, trustee agencies, interested organizations, and members of the public are requested. Following the close of the public review period, the Manteca Unified School District Board of Education will consider adoption of the IS/MND and approval of the proposed project. The Board of Education is scheduled to consider this item at its regular public meeting on September 10, 2026, at 5:30 p.m., at the District Administration Building, 2271 West Louise Avenue, Manteca, California.
