NOTICE OF PUBLIC HEARING Notice is hereby given that the Planning Commission of the City of Oakdale will hold a public hearing on Wednesday, July 1, 2026, at 6:00 P.M. (or soon thereafter) in the City Council Chambers, located at 277 North Second Avenue, Oakdale, California to consider the project described below. Religious Institution Overlay (RIO) Zoning Amendments: The Planning Commission will consider a Resolution recommending that the City Council of the City of Oakdale amend both the text of the Municipal Code and the City's Zoning Map to add provisions for the development of specified affordable housing projects on religious institution (church) sites within the City. Churches are already allowed to develop higher-density affordable housing on their properties under state law. Establishment of the RIO Overlay zone would set forth the standards for such development and provide certain incentives to encourage it. The parcels to be considered for rezoning to add the RIO Overlay Zone are: APN 063-010-037 1700 W. F St. APN 063-035-015 33 W. Lee Ave. APN 063-008-007 1480 Poplar St. APN 130-025-001 1225 Olive St. APN 064-009-022 1111 E. A St. APN 064-047-039 1351 E. G St. Zoning Text Change to Add Provisions for Re-Use of Housing Sites. State law specifies that when certain sites are listed in the City's Housing Element sites inventory for more than one Housing Element cycle, housing development proposed on those sites must be allowed "by right" if at least 20% of the project units are provided as affordable to lower-income households. To comply with this requirement, the Planning Commission will consider a resolution recommending that the City Council amend its Zoning Code to add footnotes specifying that notwithstanding the uses shown in the subsection SS 36-9, development of housing projects proposed on sites that have been previously been listed in the City's Housing Elements (APN 064-012-009, 1730 E. F. St.) shall be permitted by-right, subject only to ministerial review and the standards set forth in subsection SS 36-9. The Zoning Code Amendments identified above do not permit any new residential development. Rather, they are proposed Zoning Code Amendments to allow the city to comply with State Housing Law. Environmental Review: The City of Oakdale as the lead agency has determined that the proposed project is statutorily exempt from further review under the California Environmental Quality Act (CEQA) in accordance with section 21080.85 of the Public Resources Code, which exempts local governments from CEQA review for rezoning projects that align with and implement their adopted Housing Elements. AT THE ABOVE HEARING, INTERESTED INDIVIDUALS will be given an opportunity to express opinions or speak in favor or opposition to the above proposal. Written comments filed prior to the meeting will be accepted by the Public Services Department. Information regarding the hearing is on file with the City and may be viewed by interested individuals at the office of the Public Services Department.
